Established in 1989, the law firm of Rifkin, Livingston, Levitan & Silver, LLC ("RLLS") brings together some of the most experienced legal professionals in the state of Maryland. Since its founding, RLLS has established itself as the largest government relations and government contracts law firm in Maryland. RLLS has built a solid reputation in administrative law, corporate law, sports franchise law, real estate, land use, zoning and litigation. Many of RLLS' partners have enjoyed years of success in the public and private sectors before uniting to create the firm. Alan M. Rifkin was former Maryland Governor William Donald Schaefer's first Chief Legislative Officer and Counsel. Mr. Rifkin previously served as counsel to the Maryland Senate. While serving in Schaefer's cabinet, Rifkin spearheaded the authorization of the Camden Yards sports complex, now the home of the Baltimore Orioles and Ravens, and was widely credited with many of the Schaefer administration's early successes. Scott A. Livingston was an Assistant Attorney General with the Maryland Department of Transportation and the author of "Principles of Maryland Procurement Law." Former Senator Laurence Levitan served as chairman of the Maryland Senate's Budget and Taxation Committee for 16 years and his Committee Counsel, Michael Johansen, is now the Firm's Administrative Partner. Former Judge Edgar P. Silver served in the General Assembly of Maryland before his appointment to the Circuit Court of Baltimore City, where he served for more than 20 years. Melvin A. Steinberg served as both President of the Maryland Senate and later Lieutenant Governor of the State of Maryland, before joining the Firm. This powerful combination of partners, joined by a team of experienced attorneys and staff, provides the firm's clients with professional legal advice and guidance. On the government relations side of the firm's practice, attorneys regularly lobby and monitor state and local legislative activities, draft legislation and testimony, prepare witnesses for hearings, and organize grassroots support. On the administrative and corporate law side of the firm, RLLS' attorneys represent a wide variety of corporations and institutions at the local, state, and federal levels.
